The insets of the host chrome drawn around a Books Fragment's content, resolved per fragment. Books pads its scrollable content by these so that it scrolls clear of the chrome.

Resolved per fragment because the same view can be a tab root in one place and presented on top of another view elsewhere, with different chrome around it in each case.

Prefer a value that stays put over one that follows chrome as it moves: Books applies these inside its scroll containers, where a stable worst case reads as room past the end of the content, and a moving one relayouts the content mid-scroll.
